Windows 10 has been updated a few times, and users are having many problems, such as crashes, freezes, and stuttering, when playing Fallout New Vegas. Disabled it and now v0.267 works perfectly fine. Apparently I had FalloutNV.exe running in compatibility mode for Win7 for some reason. I also have Skyrim and it works perfectly fine. I'm running on win8.1 and for the life of me I couldn't figure out why d3d9.dll was causing my FONV to crash on startup. Oh wow, you're not going to believe this but I tried this out and it actually worked for me too.
